<P>PROBLEM TO BE SOLVED: To provide a polarizer protecting film having the function of a retardation film, easy to produce, excellent in moisture permeability, and having a sufficiently low photoelastic coefficient, and to provide a polarizing plate and a liquid crystal display device using the polarizer protecting film. <P>SOLUTION: The polarizer protecting film having the function of a retardation film comprises a thermoplastic resin including a glutarimide unit, a (meth)acrylic ester unit and an aromatic vinyl unit, wherein a retardation Rth in a thickness direction of the film is Rth<-20 nm. The polarizing plate and the liquid crystal display device using the polarizer protecting film are also provided.
