<p><P>PROBLEM TO BE SOLVED: To provide a coding apparatus and a decoding apparatus capable of attaining coding and decoding while maintaining the image quality of an input video signal when a smaller quantization bit length is required for the input video signal. <P>SOLUTION: The coding apparatus codes the input video signal with a prescribed quantization bit length and outputs a coded video signal with a required quantization bit length smaller than the prescribed quantization bit length, divides the input video signal into a plurality of divided video signals with the quantization bit length equal to the required quantization bit length, applies coding according to the required quantization bit length to each of the division video signal to generate a plurality of coded division video signals, and multiplexes the coded division video signals to produce the coded video signal.
