PROBLEM TO BE SOLVED: To provide a device and a method for creating metadata capable of automatically creating the metadata which has been manually created from content information about contents having temporal elements including text information and/or sound information. SOLUTION: The metadata creation device 1 is provided with a text data generation means 2 for generating text data corresponding to the text information and/or the sound information from input contents 100, a time stamp generation means 3 for generating a time stamp indicating a position of the contents corresponding to the text data and a meta data generation means 4 for generating a set of the text data and the time stamp corresponding to it as the metadata 200.
