Coating agent for forming an insulating layer, comprises: a binder (5-30 wt.%) based on vinylchloride co- and/or -terpolymer; a solvent (20-60 wt.%) from ester, ether, ketone, halogenated hydrocarbons or carboxylic acidamide groups; and an intumescent additive (20-80 wt.%), where the coating agent exhibits excellent adhesion on metallic substrate.
