<p>In order to remove by burning trapped PMs by using fine light emitting discharge that randomly repeats generation and extinction spatially/temporally on the surface of an insulating filter with a minimum power consumption and to enhance the trapping efficiency and combustion-removal efficiency of PMs in exhaust gas discharged from diesel engines or the like, at least one electrode pair (13) are disposed on or in the vicinity of the surface of a insulating trapping member (12) for trapping particulate matters (41) in exhaust gas, a specified voltage (Vs) is applied to between the electrode pairs (13) to generate fine light emitting discharge (42) that randomly repeats generation and extinction spatially and temporally on the surface of the insulating trapping member (12), and the fine light emitting discharge (42) generated by the application of this specified voltage (Vs) is used to remove by burning the particulate matters (41) trapped by the insulating trapping member (12).</p>
