PROBLEM TO BE SOLVED: To provide a technique for efficiently analyzing a public topic tendency through a network.

SOLUTION: An article data receiving part 122 receives document data that is an evaluation object from an external device. An information quantity calculation part 144 calculates the information quantity of the document data. An adaptation evaluation part 146 calculates an adaptation evaluation value of the document data using an evaluation function for indexing the adaptation degrees of the document content to a plurality of predetermined evaluation references as the adaptation evaluation value. A classification processing part 148 classifies the document data to any one of a plurality of categories predetermined in conformation to the plurality of evaluation references according to the adaptation evaluation value. A topic scale value calculation part 152 calculates a topic scale value showing the accumulated information quantity of each category from the information quantity of document data classified to each category.
