PROBLEM TO BE SOLVED: To relieve load on license management both in a software product supply source and a user by performing a product license and a maintenance license with the use of an integrated method. SOLUTION: A license code storage means 12 stores a product license code to be set in purchasing a software product and a maintenance license code to be set in the maintenance contract of the software product. A performance propriety determining means 12 determines the propriety of performance of the software product, which is requested to be performed, based on a machine identification number input from an information input means 11, the product name and version name of the software product, and the product license code and the maintenance license code which are stored in the license code storage means 12.
