PROBLEM TO BE SOLVED: To stably emulsify and disperse resin particles in a water-based medium at low energy. SOLUTION: The method for manufacturing a resin particle dispersion liquid for toner for electrostatic charge image development includes steps of: carrying out polyesterification of at least one kind selected from a group composed of at least polycondensing monomers, their oligomers and prepolymers, and a solvent, in the presence of a fused release agent to obtain a composition containing a polyester resin; and emulsifying and dispersing an oil phase containing the obtained polyester resin-containing composition in a water-based medium to obtain resin particle dispersion liquid having the median diameter of the resin particles of 0.05 to 2.0μm.
