<P>PROBLEM TO BE SOLVED: To enable detection of device for which the address has been changed even under the situation that the broadcast and multicast are blocked and also enable effective detection of device in accordance with a result of effective judgment for broadcast and multicast or non-broadcaset and non-multicast. <P>SOLUTION: Detection of device is conducted a first detecting means using broadcast and multicast and a second detecting means using repetition of unicast transmission wherein the destination address is changed. When the normal unicast communication is possible, the first detecting means is attempted to judge the adequacy of broadcast and multicast in such a timing.
