PROBLEM TO BE SOLVED: To regulate the sitting of a user on a toilet seat cabinet when an external covering material is not fitted on the toilet cabinet which conducts electricity by the heater. SOLUTION: When the external covering material 40 is removed from the toilet cabinet 30, a warning display A for prohibiting a sitting action is provided at least at a part of the surface of an internal covering material 31. Therefore, a human being can be prevented from directly sitting on the internal covering material 31. Also, a heater 34 which is attached to a base material 38 comprising a core material 36 made of a material being rich in heat insulating property, and an underlying material 37 which receives the lower section of the core material 36 can soften the feeling of heat on the side coming into contact with the human body by reducing a heat energy quantity which flows to a toilet bowl 10 side.
