The waterless-toilet liner has a seat panel lying atop a toilet seat. A central hole is formed with a size and shape corresponding to the size and the shape of the hole of the seat. A bag (2) having an upper rim is secured to the seat panel around the hole (7). An independent claim is included for liner making method.
