PROBLEM TO BE SOLVED: To provide a wireless base station apparatus, a transmission power control method and a transmission power control program executing an incoming transmission power control to a terminal in response to a propagation environment when a plurality of terminals are connected to a base station spatially multiplied.

SOLUTION: A PDMA base station continuously transmits a transmission power instruction signal to user terminals connected spatially multiplied and also properly adjusts an averaging period of the reception power or the transmission power control period according to fading and the received power.
