<P>PROBLEM TO BE SOLVED: To provide a management method of water which is improved in a fuel cell stack so that a property, efficiency and service life of a fuel cell can be improved. <P>SOLUTION: An electric conductive element or a bipolar plate for a fuel cell, including a base plate on which a cation or anion exchange resin coating is deposited is provided, as well as a manufacturing method of the same. A passage for fluid is formed in the bipolar plate. An ion exchange polymer is deposited on a region of a surface of the base plate, preferably by a dip coating or a spray method.
