PROBLEM TO BE SOLVED: To provide a method to manufacture a polarizable electrode by quickly screening carbonaceous material for activated carbon suitable for manufactuirn polarizable electrode with few quality spots and high electrostatic capacity, a polarizable electrode having high electrostatic capacity obtained by such manufacturing method, an electric double layer having such polarizable electrode, and a screening method of carbonaceous material which can quickly screen carbonaceous material suitable for material of the polarizable electrode. SOLUTION: In a method for manufacturing polarizable electrode, powdery or granular carbonaceous material is charged in a cell and tucked by electrode plates, activated carbon is activation-treated after screening cabonaceous material of resistance value 0.1-104Ω/cm3measured under pressurization, and at least binder and conductive material are mixed and formed. The polarizable electrode is obtained by such manufacturing method with the electric double layer having such polarizable electrode. The screening method of carbonaceous material is performed for polarizable electrode to solve the above problem. In the method, powdery or granular carbonaceous material is charged in a cell and tucked by electrode plates, and carbonaceous material of resistance 0.1-104Ω/cm3measured under pressurization is screened.
