PROBLEM TO BE SOLVED: To solve the problem that when hand winding packaging is performed conventionally in pallet stretch packaging in an environment that the quantity of a packed article is small or there is no enough space to install a machine, much labor and a time are needed since an operator must go around the packed article many times in a state that a film is stretched strongly always and the height of film winding must be changed in accordance with the height of the packed article. SOLUTION: A stretch film stretching instrument is provided on a handcart and a stretch film which is stretched beforehand is wound on the packed article with the hand card. A large space is not needed and moving can be carried out easily due to the handcart, and in terms of stretch packaging performance, the stretch packaging can be performed certainly by driving the instrument rotationally lightly around the packed article since the stretch film stretched beforehand by the stretch film stretching instrument is wound.
