PROBLEM TO BE SOLVED: To provide a system for reducing a rubbish volume which can reduce the volume of collected rubbish with appropriate compressive force, and a shredder which can smoothly throw shredded wastepaper into a dumpster and securely guide the shredded rubbish into the dumpster. SOLUTION: The invented rubbish volume reduction system is equipped with a dumpster rotating means 1 which rotationally drives the dumpster A, and a compressing section 2 which compresses rubbish in the dumpster near the opening of the dumpster. The compressing section comprises a support shaft 21 which has an axis line on the center line of rotation driven by the dumpster rotating means, and an impeller vane 22 which is supported by the support shaft and is designed to be helical, and of which both faces are provided slantingly toward the periphery from the support shaft so as to approach the bottom of the dumpster gradually.
