<p><P>PROBLEM TO BE SOLVED: To provide a steering device reducing weight by using a hollow steering shaft, and rotating a keylock collar to the steering shaft by stable sliding torque. <P>SOLUTION: In the steering shaft 3, quenching by a high frequency is performed on the outer peripheral surface 31 of a part in which the inner peripheral surface 75 of the keylock collar 7 is pressed, and Vickers hardness after quenching is set to be HV300 to HV500. In the keylock collar 7, quenching by thermal refining is performed, and the Vickers hardness after quenching is made to be not less than HV400.
