PROBLEM TO BE SOLVED: To provide a gas discharge display panel capable of satisfactorily lowering power consumption compared with a conventional one by reforming a protective layer. SOLUTION: In this PDP1, the protective layer 15 has a structure in which noble gas atoms having mass ppm within a range of not less than 10 mass ppm and not more than 100 mass ppm and hydrogen atoms having mass ppm within a range of not less than 300 mass ppm and not more than 10,000 mass ppm are dispersed into at least either one of MgO, SrO, CaO, BaO, La<SB>2</SB>O<SB>3</SB>, CeO<SB>2</SB>or the like which serves as a base material. Thereby, the protective layer is reformed, and a secondary-emission factor and and electron holding force are enhanced to acquire reduction effect of a discharge inception voltage in comparison with the conventional structure.
