PROBLEM TO BE SOLVED: To provide a roll cutter capable of easily cutting roll paper by an abutting plate while placing it on a table and not requiring an anti-slip article. SOLUTION: The roll paper 6 is inserted into a roll paper erecting bar pipe, a movable plate 4 is pressed and lowered downward by pressing a cap 7 attached on a reciprocally moving push pipe 8, and a curved abutting plate 9 mounted on the movable plate 4 is inclined and closely adhered to the roll paper, so as to cut the roll paper 6.
