<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of satisfactorily recovering toner on a developing roller, thereby forming excellent images over a long period of time. <P>SOLUTION: The image forming apparatus is provided with a developing apparatus 16e including; the developing roller 34 which develops an electrostatic latent image as a toner image with a thin toner layer while facing a photoreceptor drum 16a on which the electrostatic latent image is formed; and a magnetic roller 33 which holds a magnetic brush formed of the two-component developer constituted of magnetic carrier and the magnetic toner, and which forms the thin toner layer on the developing roller by the magnetic brush during a toner layer forming period, and then, which scrapes the toner remaining on the developing roller by the magnetic brush during the toner scraping time after the developing process. The toner image is directly or indirectly transferred to a recording medium.
