PROBLEM TO BE SOLVED: To provide a shutter device capable of performing stop control of a shutter curtain by sensing an obstacle even after the fusion of a thermal fuse while diverting an existing fuse device and automatic closing means, and to provide its construction method. SOLUTION: The shutter device 100 is provided with a braking device A capable of releasing the fall braking of an opening/closing body 35 capable of falling by its own weight; an irreversible fire sensing means B irreversibly deformed, e.g., fused, and operated by the heat of fire; an automatic closing means C outputting a fire sensing signal by the input of operating force from the irreversible fire sensing means B; an obstacle sensing means D provided at the fall side end 35b of the opening/closing body 35; and a control means E allowing the braking device A to release braking by the input of a fire sensing signal from the automatic closing means C while allowing the braking device A to cancel the release of braking during the input of obstacle sensing signals from the obstacle sensing means D.
