PROBLEM TO BE SOLVED: To provide a ZnMgO-based powdery phosphor in which high-concentration Mg forms a solid solution and to provide a luminescent device by using the phosphor. SOLUTION: The present invention provides the powdery phosphor characterized in that a surface layer, in which at least all or a part of the surface is represented by chemical formula Zn(1-x)RxO (R is an element of the group IIA; 0.05≤x), having a hexagonal structure is formed on the surface of a minute substrate. In the powdery phosphor, R in the chemical formula is preferably Mg. The present invention further provides a method for producing the powdery phosphor and the luminescent device using the phosphor.
