An adaptive defense against various network attacks is provided to automatically control sensitivity within a short time without requesting the intervention of an operator that requires a long time. An estimating unit(24) is operated when a detector detects an attack and when the detector transmits an inaccurate attack severity, and determines an accurate attack severity. An optimizing unit(22) controls a parameter so as to be inputted to a filter(16) which includes the detector and a packet blocking unit. A buffer aware function unit optimizes the maximum number of normalized requests that a server can receive based on a connection amount and a particular performance connection amount.
