<P>PROBLEM TO BE SOLVED: To calculate an abnormality degree for a measured result of the index of communication quality in a mobile communication network taking the statistic reliability into consideration and to perform maintenance corresponding to the abnormality degree. <P>SOLUTION: A network management device in the mobile communication network holds the index of the communication quality in a normal operation and periodically receives the input of the measured result of the communication quality from a radio base station controller. When the number f of times of connection failures for the number (a) of times of connection requests for each radio cell is obtained as the measured result, a call loss rate at the normal time is defined as p<SB>0</SB>and the upper probability B of binomial distribution for making the number of times of the connection failures larger than f is obtained (step 524). The negative logarithm of the upper probability B is defined as the score of the abnormality degree (step 525), and it is detected as the abnormality of communication when the score of the abnormality degree exceeds a predetermined threshold (steps 526 and 527).
