<P>PROBLEM TO BE SOLVED: To safely and easily transfer data. <P>SOLUTION: Areas of the same use are formed in memories of noncontact IC chips 1, 2, and the same key is allocated thereto. When transferring data from the noncontact IC chip 1 to the noncontact IC chip 2, an intrinsic ID is issued to the noncontact IC chip 1, and one key is generated based on the key of the area of controlling data of a transfer object. The data of the transfer object enciphered by the key are transmitted to a reader writer 3. When the noncontact IC chip 2 is held over a reader writer 3, the intrinsic ID same to that issued to the noncontact IC chip 1 is set, and one key is generated based on the set intrinsic ID, and the key allocated to the area of controlling the data of the transfer object.
