PROBLEM TO BE SOLVED: To provide an image processing apparatus, image processing method and computer program in which low frequency noise contained in image data can be visually eliminated. SOLUTION: Image data containing low frequency noise are inputted from an input terminal 201. A window comprised of a target pixel and peripheral pixels is then designated in a window part 202. A selected pixel to be used for comparison with the target pixel is then selected from the window by a pixel selection part 204 and based on a pixel value of the selected pixel and a pixel value of the target pixel, a new pixel value of the target pixel is determined by a pixel value determination part 206.
