PROBLEM TO BE SOLVED: To improve performance concerning the control of a program or data or a register when operating a program device. SOLUTION: As for a program to be set in first to third program devices 21 to 23 for processing a digital signal, a difference detection part 25 calculates a difference between an already set program and a program necessary for processing by comparing program maps, and a set information transfer part 26 transfers a program equivalent to the detected difference to the program device for setting.
