A system and a method for offering access data capacity information of an Internet site are provided to make a user to determine connection to an Internet service providing site in a packet-based Internet meter-rate system by checking the access data capacity information of the requested Internet service providing site through a user screen. Each Internet service providing server(12) selectively provides each Internet service to each client(14) through the Internet. A database(16) stores the access data capacity information of each Internet service providing server. A portal server(18) searches the access data capacity information of a specific Internet service providing server from the database and provides the search information to the client if the client requests the connection for the specific Internet service providing server. The portal server includes a modem, an access data capacity measurer measuring access data capacity of the Internet service providing server, and a controller connected to the Internet through the modem and requesting the access data capacity measurer to measure the access data capacity.
