A system, method, and apparatus for testing a non-invasive blood pressure measurement device wherein a blood pressure monitor (704), a blood pressure cuff (701), and a blood pressure simulator (703) are pneumatically connected and the blood pressure cuff (701) is inserted into the aperture (103, 407, 606, 607) of an expansion-limiting or cuff volume constraining element (101, 401, 601). A cuff volume constraining device (101, 401, 601) is made of flexible material having one or more apertures (103, 407, 606, 607) for constraining cuff volume during cuff expansion during blood pressure measurement device testing.
