PROBLEM TO BE SOLVED: To detect a delicate contrast of an image even when a high-luminance part is included. SOLUTION: When an image photographed by a camera 1 includes high-luminance parts of headlights of an oncoming vehicle, high-luminance parts of tail lamps, brake lamps, etc., of a vehicle traveling before, etc., an onboard controller lowers sensitivity of variation in pixel value to lightness as pixel value and lightness characteristics that the camera 1 has and also performs variation to pixel value and lightness characteristics which have smaller rate of variation in pixel value as the level of lightness is higher.
