PROBLEM TO BE SOLVED: To provide a wireless controller which enhances transmission efficiency by surely controlling propriety of transmitting a packet using a common channel. SOLUTION: In the wireless controller for controlling wireless communication utilizing a common channel between a wireless base station and a plurality of mobile stations, a multiplexing section buffers data addressed the plurality of mobile stations, and schedules transmission of data transmitted to each mobile station on the common channel. The wireless controller comprises: a section for determining propriety of transmitting data to the multiplexing section; a plurality of control sections provided independently for respective mobile stations on the prestage of the multiplexing section and controlling transmission of the data addressed to each mobile station to the multiplexing section on the basis of the determination result of propriety of transmitting data; and a section for notifying all control sections for controlling transmission of data to the mobile station which is performing communication using the common channel, of the determination result of propriety of transmission.
