PROBLEM TO BE SOLVED: To execute as the need arises with each logic constitution in an ordinary operation mode after mounting a device on a substrate. SOLUTION: In a programmable device or a device for changing dynamically a logic constitution of data processing, a route delay test capable of corresponding to connection between processor elements changed according to the logic constitution is mounted beforehand on the device. A route delay test is executed to an practically effective route based on information of the logic constitution from inside the route delay test. Replacement of the logic constitution or optimization of an operation frequency is performed based on the route delay test result to a target frequency corresponding to connection between the processor elements.
