PROBLEM TO BE SOLVED: To prevent a radio communication band from being strained when a user who performs excessive utilization (communication data amount and the number of times of communication) in packet communication, performs communication for a long time. SOLUTION: In an originating call restriction system, a network device (NW) 2 performs a connection restriction on mobile user equipment that performs data communication more than a fixed amount or fixed times within a fixed time in packet communication at a mobile station 1. This NW device 2 notifies mobile user equipment 1 that is a restriction target, of information with which an application in the mobile equipment can be identified, and restricts only the notified application.
