PROBLEM TO BE SOLVED: To provide a manual shutter device capable of keeping an impact sound etc. low by using a simple constitution. SOLUTION: This manual shutter device 10 comprises: a pair of guide rails 11 and 11 which are erected on the right and left sides of an opening 1 of a building; a shutter curtain 12 which can ascend/descend along the guide rails 11 and 11; a winding drum which is provided in the upper part of the opening so as to roll up the shutter curtain; and a stopping means for temporarily stopping the movement of the shutter curtain before the shutter curtain is put into a fully opened state, when the shutter curtain is opened.
