PROBLEM TO BE SOLVED: To stably fit an external covering material on a toilet seat cabinet. SOLUTION: The lateral width of the internal surface of the toilet seat cabinet 30 is formed to be larger than the lateral width of the internal surface of the opening side of the external covering material 40 by approximately 2 to 10 mm. Therefore, the lateral width L1 of the external surface on the opening side of the external covering material 40 firmly pinches the lateral width L2 of the external surface of the toilet seat cabinet 30. Thus, the external covering material 40 holds the toilet seat cabinet 30 by the overall tension, and the attaching stability is favorable when attached. Also, the external covering material 40 freely removably covers the internal covering material 31 which is formed outside of a heater and is made of a material having a good thermal conductivity, and therefore, the washing becomes easy, and the hygienical management becomes possible.
