A mobile communication terminal and a storage medium are provided to reduce a processing load on the network side by performing transmission regulation control. The mobile communication terminal comprises a communication unit(11), a storage unit(12), an inputting unit(13), a display unit(14), a CPU(15), and a UIM(User Identity Module). The communication unit(11) communicates with an external device within a network. The storage unit(12) stores various information. The inputting unit(13) enables a user to input various information. The display unit(14) displays various information. The CPU(15) controls each unit. The UIM(16) is removable from the mobile communication terminal with a connector(17), and is inserted to the terminal and used for identification of a user. In the UIM(16), contractor information is also stored.
