<P>PROBLEM TO BE SOLVED: To provide a phase control circuit for a video signal capable of realizing phase control in the phase control circuit using a memory of relatively small capacity, and capable of including a desired particular phase in a phase control range, even when the phase control range is a little smaller than 1 (H) or n' (H) (where n' is an integer smaller than n). <P>SOLUTION: A two-field memory or a two-frame memory 4 is provided, and either a field delay or a frame delay and a delay of arbitrary integer multiple of 1 (H) are realized at a time by the two-frame memory 4.
