PROBLEM TO BE SOLVED: To provide data encoding device capable of adding a control code having high error robustness. SOLUTION: When objective data with a fixed length of D bit are subjected to Golomrice encoding in a data encoding device, and a prefix Length calculation unit 1 and a prefix length decision unit 2 determine that the variable length code of prefix maximum length max_prefix made up of continuous bit 0 becomes a prescribed prefix maximum length max_prefix; a prefix length judgment unit 5 generates a prefix made up of prefix maximum length max_prefix of bit 0, in stead of Goromb-rice encoding, and a code generation unit 7 performs a second encoding for adding only to high order of the encoding objective data. In addition, when a control code, such as a restart marker, is added, a marker formation unit 3 forms code, in which bit 0 continues more than a length (max_prefix+2×D) as a controlling code.
