PROBLEM TO BE SOLVED: To speed up processing when connecting a plurality of VPNs, and to collect traffic information efficiently for each VPN. SOLUTION: When a transmission IP packet is transferred between the VPNs in which one VPN is connected to the other VPN in a one-to-one relationship, the identified VPN is set to be the VPN of a connection destination as it is, and the identifier of the VPN is given to the transmission IP packet.
