PROBLEM TO BE SOLVED: To improve security by preventing the leak of significant data. SOLUTION: An authentication data registration table 31 registers device states of authentication target devices 20-1 to 20-n as authentication data. An authentication data collecting part 32 collects authentication data from the authentication target devices 20-1 to 20-n. An access disconnection control part 33 collates the collected authentication data with the authentication data registered in the table to thereby authenticate all of the authentication target devices 20-1 to 20-n constituting a network 4, detects a configuration change in the entire network 4 including the authentication target devices 20-1 to 20-n, and disconnects access to significant data when the collation is mismatched to detect a change in the network 4.
