PROBLEM TO BE SOLVED: To provide a method of modifying scale produced on the surface of titanium or the alloy by annealing into a condition in which the scale is easily removable by pickling during a time after heating before pickling. SOLUTION: Titanium or the alloy is annealed in an annealing furnace, is controlled to be cooled up to sheet temperature of from 450-650°C and is introduced into a spray apparatus. In the spray apparatus, an aqueous solution containing a low melting point alkali salt having a prescribed concentration and an effective oxidizing agent is sprayed to form homogeneous particles having 50μm average particle diameter from a two-fluid nozzle on the surface of the sheet being in a prescribed temperature to advance the reaction of the formed molten salt with the oxidized scale homogeneously. After that, a part of the scale is removed and the sheet is cooled to a normal temperature by water cooling (spray or dipping). Finally the sheet is finish-pickled in a pickling step, washed with water, dried and wound coil-like. COPYRIGHT: (C)2007,JPO&INPIT
