PROBLEM TO BE SOLVED: To provide an improved shock absorbing device having easily adjustable damping property. SOLUTION: The shock absorbing device comprises a first passage 3 and a second passage 4 for communicating two operating chambers R1, R2 with each other, a pressure chamber R3 provided on the way of the second passage 4, a free piston 5 to be inserted into the pressure chamber R3, and a spring element for generating energizing force in the free piston 5 in proportion thereto to suppress the displacement of the free piston 5. Broken line frequencies Fa, Fb in the gain property of a frequency transmission function G(jω) of a pressure difference P between the operating chambers R1, R2 to a flow amount Q during movement from one operating chamber R1 to the other operating chamber R2 and the pressure chamber R3 are set in accordance with at least a relationship C1 between the pressure difference P and a flow amount Q1 in the first passage 3, relationships C2, C3 between each of pressure differences P2, P3 between the pressure chamber R3 and each of the operating chambers R1, R2 and a flow amount Q2 in the second passage 4, a spring constant K of the spring element 6, and a pressure receiving area A of the free piston 5.
