PROBLEM TO BE SOLVED: To solve the problem that there is no conventional dynamic state monitoring device monitoring collision of an airplane with the ground surface or a multistoried building on the ground, whereas airplanes can know the own positions by GPS equipment provided thereon, while the dynamic state of the airplanes can be monitored on the ground by receiving position information every second, and a system for alarming near collision between airplanes and collision based on the dynamic state information is available. SOLUTION: Altitude/position data is transmitted from an airplane 100 as dynamic state information, and received by a communication means 5 set in a control station 300 on the ground. Map information including the height above sea level of the ground surface is preliminarily stored in geographic data 8, and the geographic data is compared with the dynamic state information to monitor the collision with the ground surface, and in case of danger, the effect is reported to the aircraft.
