PROBLEM TO BE SOLVED: To provide a planting sheet for reducing the operation load at the seeding of many seeds on soil, and capable of reducing the dying by drying of the seeds when a dried period has continued after seeding; and to provide a planting method. SOLUTION: The planting sheet 10 has two cut sheets 14 and 16 having net-shaped cuts 12 formed in a prescribed direction. A plurality of the seeds 18 and a plurality of water-retaining agents 20 are dispersed and stuck between the two cut sheets 14 and 16, and the cut sheets 14 and 16 in the holding state are stuck by an adhesive. When the planting sheet 10 is pulled in the direction perpendicular to the direction of the cuts 12, openings 12A are formed by opening the cuts 12, and the planting sheet 10 is extended. The many seeds 18 are seeded on the soil by covering the soil with the planting sheet 10 in the state, and plowing the soil with the sheet.
