A video coding system is disclosed, comprising: a transform unit to code pixel data of a plurality of blocks as transform coefficients, a first variable length coder for encoding a first sub-block of each block, the first sub-block comprising a pre-selected number of low frequency transform coefficients; and a second variable length coder for encoding a second sub-block of each block, the second sub-block comprising remaining transform coefficients.
