A stretch film adhesion apparatus and a stretch film wrapping machine having the same are provided to prevent damage of a product by heat by preventing the heat from being directly transmitted to the product. In a stretch film adhesion apparatus, a cutting sealing part(30) has a sealing bar(31) melting a stretch film by heat of a heater. A turn table(10) has a lift device(20) with a lift bar(23) in contact with the sealing bar so as to attach the melt film to the previously wound film. The sealing bar is movable back and forth of the product by driving of a cylinder(37) and the lift device moves the lift bar up and down by the driving of the cylinder.
