A driving device and method of a plasma display panel capable of reducing electro-magnetic wave radiation are provided to turn off a discharge stabilizing signal applied to the entire screen during a reset period, at different times by dividing the discharge stabilizing signal according to each block. A driving device of a plasma display panel includes a display panel(10) having plural address electrodes(18,A1~Am), scan sustain electrodes(14,Y1~Yn), and plural common sustain electrodes(15,X1~Xn) and displaying an image by applying a predetermined signal to each electrode during reset, address, and sustain periods; a scan sustain driving unit(140) applying a scan or sustain signal to the scan sustain electrodes of the display panel; a common sustain driving unit(150) applying the sustain signal to the common sustain electrodes; and an address driving unit(130,131,132,133) applying a discharge stabilizing signal to all address electrodes during the reset period, dividing the address electrodes into at least two blocks(10a,10b,10c), and differently setting the turn-off time of the discharge stabilizing signal according to the blocks.
