An extract of forsythia flower and a cosmetic composition containing the same extract are provided to promote proliferation and biosynthesis of skin cells, enhance skin immunity, inhibit oxidation, recover the skin damaged by photocontact, and moisturize the skin. The extract of forsythia flower is prepared by drying forsythia flower, dipping dried forsythia flower in lower aliphatic alcohol, removing alcohol from the forsythia flower-dipped lower aliphatic alcohol solution, and concentrating the alcohol-removed solution so as to produce lower aliphatic alcohol extract of forsythia flower. The cosmetic composition comprises 0.00001-60 wt.% of the forsythia flower extract, wherein the composition is formulated as cream, lotion, essence, massage cream or pack.
