A block coal and a manufacturing method thereof by using cement ar provided to easily treat the ash and to prevent the generation of the clinker phenomenon. Cement with a constant ratio is mixed with the block coal or dust coal. The water with a constant ratio is mixed with the mixture. After molding, the molded material is cured for 24 hours so that the bulk coat is manufactured. Preferably, cement of 10 weight % and water of 5 weight % are mixed with the bulk coal or dust coat of 100 weight %. The cement is a mixture with CaO, Silicon dioxide and the like. The mixing ratio of the cement is proper below 15 weight % in the bulk coal or dust coal of 100 weight %.
