An apparatus for preventing a crime and for arresting a criminal is provided to arrest the criminal while avoiding a collision with the criminal by a simple manipulation of the apparatus. In an apparatus for preventing a crime and arresting a criminal, if a manual switch or a remote controller switch is pressed in an emergency, a lid provided on the front surface of the apparatus is opened and upper and lower strikers(100,101) are popped out to strike a shank of the criminal. At the same time, arresting hooks are popped out by a sense on the front surface of the striker to wind a wrinkle of the criminal and to pull the criminal into a box.
